Route 9 Groundbreaking Ceremony
Federal, state and local dignitaries and community members joined at a ceremony to break ground on a new segment of Route 9 April 7, 2003 at T.A. Lowery Elementary School in Jefferson County, West Virginia. The ceremony marked the beginning of grading and drainage work on a 0.34-mile section of the route.

The following was the program for the ceremony. Transportation Secretary Fred VanKirk was the master of ceremonies.

Invocation – Father Brian Owens, St. James Catholic Church, Charles Town

National Anthem – Jefferson High School Chamber Choir, Shenandoah Junction, Roberta Ranelli, director

Pledge of Allegiance – Major Kim Sencindiver, 167th Airlift Wing, West Virginia Air National Guard, Martinsburg

God Bless America – Jefferson High School Chamber Choir

Remarks – Gov. Bob Wise

Keynote Speaker – Sen. Robert C. Byrd

Benediction – Reverend Melanie L. McCarley Rector, Zion Episcopal Church, Charles Town

During the ceremony VanKirk commended Sen. Byrd and Gov. Wise for their support of this project to better transportation in the Eastern Panhandle.
